When you mouse over button 4, you get a huge error box over most of the screen telling you that button 4 has an error and you have to click the ok button to make it go away. Very obnoxious in combat, because undoubtably when moving your curser between targets you accidentally mouse over it trying to click on another button.

With some research I think I found a solution but haven't been able to test it in raid yet.
I went into the State Configuration for Bar 1 and chose Enabled with the Possess Bar and Action Bar Paging checked.

I'm having a really annoying problem lately with vehicle bars not showing up in raids. For example, in the Malygos fight I don't get a vehicle bar for the dragons. In Naxx I'm not getting a bar when I control adds in the Razzuvious fight. It seems to be a problem with anything like mind controlling etc.

Ok, I disabled all of my addons and tried running this one alone. Unfortunately, I got the same problem. The Honor and Kills still showing all the time even though the pvp tab is unchecked. Hope this information helps.
I'll keep an eye out for the 1.65 release and try it again.
