Towards the very bottom, changing elseif event == 'PLAYER_ENTERING_WORLD' then to elseif event == 'PLAYER_LOGIN' then Will make the debuffs work from the get-go. I think this is because in 5.4.1 Blizzard changed the order in which PLAYER_ENTERING_WORLD and PLAYER_LOGIN fires.
