penance bug with party/raid frames?

Having an issue with Raid frames when healing, all my mouse over macros seem to work except Penance. using the below for it fails to work unless i highlight over their Avatar. /cast Penance or #showtooltip /cast Penance both fail to work. Using that same macro with other spells works fine on the raid ui.

For the life me I'm unable to figure out how to add spells to the multiActionBar. I see the frame there when unlocking. but it doesn't show when trying to move a spell. Is this a bug? Go into the normal Interface menu, and select the Actionbars option. Is the bar you're talking about enabled? It'll always be displayed in the fr...
