Reverse Bar Growth Direction

I know it's in there somewhere (remember changing it before) bit for the life of me I can't find it now. Can someone direct me to where that option is and maybe consider putting it on the first screen in a very prominent place? It seems like it would be a very common thing people would like to change. Thanks!

Is there any way to disable (or just move) the bars that show above the character frame? For example, when I cast barkskin on my Druid, a bar pops up but I cannot figure out how to move or disable it...

What settings do I need to have in order to have the auto tracker only display the quests that are specific to the zone or subzone I'm in? I have tried selected Zone and/or Subzone but nothing shows...
