If you still encounter some lag/latency issues try the following:
Close your Blizz app once WoW is open and playing
actions/spells lag: type the following into chat bar
/dump GetCVar("SpellQueueWindow") -will show you your current ping
/console SpellQueueWindow 100 -sets the ping window from default(400) to 100
