Maybe I'm crazy, and you've thought of this before, but if a user tab/click targetted through all of the targets available, couldn't you then get an array of what nameplates attach to what targets? Ok. That sounds confusing, even to me... You can get a unitid from a target frame, right? And you obviously know what nameplate is...
