Quick question

I have this bar that shows up just under my character, at 1st I thought it might be the XP meter but it never moves. I can move it when I /diablo unlock bars, it's labeled as a cast bar? But when I move it, I still see the cast bar show up and that works. How can I remove it completely? Thanks! http://i34.photobucket.com/albu...
