 World Map Waypoint Menu & Tooltip Not Working

One final test using a clean install of v50001 - 1.2.0 with WTF files removed.
I place one point at 50, 50 then log off and back on. Tooltips and menus don't work. If I then delete the "callbacks" section and log back on, they work. Bad TomTom.lua looks like this:

I'm able to make new waypoints that work fine. It's after I leave the game and come back that the waypoints no longer work. I can't right click on them and use the menu to set the arrow or get a tooltip by hovering the cursor over them on the world map. There is a problem recovering the saved waypoints. World Map Tooltips & Context Menu Broken

I'm having the problem where the tooltips do not work on the World Map with the versions after 1.04. I reloaded my old WTF file and the tooltips worked ONCE, then I log out and back on and they stop working. Looking in TomTom.lua I see that the following stuff is added to each waypoint:
