 Bar transparency(when not moused over)

i am having a problem with setting a bars fade out transparency (how much its transparency is when not moused over:
it seems that the fade out amount is the same as the bars normal transparency
example:i try to put the bag bar to only show on mouseover but when i adjust the fadeout amount it is the same as if i would put the bar...
