I'm sure that I've probably missed something along the way, but I can't seem to buy any plans for my blacksmith (I haven't tried other professions yet) from either the vendor in the Garrison or on Ashran.
Every item on the vendor is greyed out, with the exception of the "small bag of coins".
I've disabled all my addons and can...
