Double CastBars

I seem to be having an issue with the cast bar, for some strange reason I have 2. I'm not sure what is making this happen. It was fine for a while then all of a sudden I had 2. The one is skinned and the other is not. I haven't added any addons recently. Do you have any idea what is making this happen or how I can fix this?
