Is there anyway to stop the frames from flashing when buffs are close to expiring?

Is there any way to stop the buff frames from flashing when they are close to expiring? Edit: I just noticed this. When I am inside of a quest area (the blue region in the minimap) there is a textured circle, as seen in the image. I can only see this in areas that are covered with the blue regions and probably the archaeology a...
