 Action bars

How do you get 4 action bars up, i assumed it was by activating the 5 normal ones on WoW like usual. But for some reason i can only get 2 action bars to appear out of the 6 available. The usual one and the bottom left. The rest won't add themselves to the stack.
Also, i can't open my talents menu :/
Can anyone help?
