Never had this issue, did you installed other Addons that could interfere with it? Tried to re-install the UI? used the right Bartender Profile? One problem I continue to have is the central bottom Stance bar, and the extra bar underneath it (the 2 just above the main bar), stop functioning properly, normally when I hit a loading screen.
