Target info offset

Hello, I am unable to move the target text offset left or right. Only up and down. The targets' target info can be offset in all directions without a problem. Its is only the target info (as in, the selected target) that I am not able to move up and down. Any ideas? No errors. It just does not move. Thanks

I just tried to do a 10-man BH raid, but when my raid started their attacks, my FPS dropped and gameplay became extremely choppy.
