I had the bag 4 issue on three of my toons for many months. I did some searching and found this:
/run MovAny.API:GetElement("BagFrame5").refuseSync = nil; MovAny:SyncFrames()
I made it a macro on the toons affected and just hit it right after logging into the game. Worked fine for me until I stopped using the addon altogether.
