automatic downranking of heals?

Well I've searched and not seen anything on it. Is it true that Healbot automatically calculates the amount of health the person has when you cast a heal and downranks the heal based on that in an attempt to prevent overhealing? And if so, is there a way I can turn this off? I've gotten some flack for using Healbot from some guild...
