 Installation - Not getting DecUI shown in screenshot

I have downloaded 6.91 and elvui 6.13 and followed the installation instructions however for some reason I am not getting the DecUI screen as shown in the screenshots. All I get is Elvui format. I have tried a clean install serveral times and get the same result. Which is odd as I had no issues with previous versions until now.
