I actually figured it out i didn't realize there was a "+" button on mouseover for the bottom row to add an additional row. I don't think you understood my original question but ty anyways.

Think I found a bug. Have no idea how it happened but my the 2 bars I had on the right suddenly moved down to the bottom of the screen and are split also.
I used to have 2 action bars on bottom, plus one split bar on bottom, and 2 bars on the right.
Now I have 2 action bars on bottom, and 3 split bars on bottom
