I would suggest you delete all files then (in Interface and WTF) and set up from scratch. There was a big like that but it was fixed ages ago.

Are you sure you have the very latest version? And if yes, did you reset the profile?
If you're not sure it's the newest, try grabbing a beta that's currently on WoWAce.
I'm planning a complete recode as soon as 2.4 is released on the PTRs, so hopefully a lot will change soon.

I am currently working on expanding MSBTCooldowns a bit. It will take a little while, but I want to add trinket cooldowns to the announcements to make it more useful :D

It would seem you have some problems with libs. The best idea would be to grab WinAceUpdater from wowace, and install all Ace2 addons without libs, while grabbing the standalonelibs package there. Any chance you could try it and let me know if it worked?

No. 3.0.3 was merely a lib quickfix for those who do not use a lot of ace2 addons.
The new version is slightly delayed. Work has again crept up on me and I didn't manage to finish all the work this weekend.
I won't make any promises this time, but it really should not be long (nerf the need to sleep :D )
