NPC Chat Bubbles

Can anyone tell me how to turn off the NPC chat bubbles that appear, along with the talking head box? Love the UI, but those two things annoy the heck out of me. Thanks.

Checking Buffs

Is there a way to be able to mouse hover over a buff/debuff on my target so that I can see what that buff/debuff is? Am I just being dense?
