If your socket values are set to the value of the best gem of that color, then comparing unenchanted values is fine. The only real exception I can come up with where that's not the case is if your existing item is socketed improperly (such as for a different spec). Do you have a specific example?

I'd like to make it possible to compare two weapons or a weapon/shield or a weapon/offhand versus a 2H weapon in the future, but right now there's no way to do it besides just adding up the values and doing head math. You're right that weapon speed is irrelevant in cat form; it's automatically adjusted to 1.0.

Base armor is armor that gets your bonus, such as leather and cloth. Bonus armor is stuff on trinkets that doesn't get a bonus multiplier.
