The bordering is done on purpose to make the main action bar stand out to the eye slightly. As for the bugsack minimap icon, that's for testing purposes only.

Chat is a tiny bit off, to fix it type /chatter > goto edit box polish, unlock it in the top drop down box and move it. resize by dragging right side.

I wold love to set:
Left bar - player
Right bar - target
Bottom - target of target
Top bar - focus frame
I also do not seem to be able to resize the thing, and it's freakin huge and impossible to work with at this scale, unless I can resize and move it.
Any help is appreciated.
