Simple instance timer to keep track of instance resets.

/si or /simpleinstance - toggles addon on/off and precedes the following:

/si show - toggles timer window
/si clock - toggles clock visibility on timer window
/si clear - clears current timers
/si announce - toggles party announcement of instance resets
/si help or ? - shows a list of commands and echoes current clock and announce state
