To move the PlayerCP frame, simply hold down ALT on your keyboard, then left click and drag the frame to your preferred location. If you want to reset the positioning, simply hold ALT and right-click the frame.

The reason ResourcesOnTop isn't going to affect PlayerCP is because ResourcesOnTop was only created with the default UI's resource frames in mind - PlayerCP is a completely different frame that would have to be added to ResourcesOnTop's code.
