Fixed position cooldown bars for Whirlwind and Mortal Strike/Bloodthirst. No random reordering based on which ability has the shorter cooldown, or was used last, or any of that nonsense.

Bar length is adjusted to fit each ability and takes cooldown reduction from talents into account. This means you won't have to take into account one bar moving faster than the other while managing your dps rotation.

Positioned to fit underneath aStatusBars by default, no options to move it yet, so you will have to edit the lua if you need to move the frame.

Note: Currently a small bug with global cooldown stopping any bar below 1.5 seconds (for the duration of the global cooldown), if it's activated within the last 1.5 seconds of cooldown. Not sure why, but it doesn't matter much since the ability won't be available until global cooldown is gone anyway.
