Blizzard controls those menus so I'm not sure if I can do much about them getting positioned off the screen like that. I haven't seen that behavior before, but given the various bugs in Blizzard's menu code it doesn't really surprise me.

Just to make sure, try temporarily disabling your other addons to be sure that none of them is messing up Blizzard's menu layout code.

I don't know what I can do to fix it since touching the menus at all seems to just make the "taint" problems worse, which cause things like the Set Focus menu item on the target unit frame to break. I can try turning the number of titles in the main menu down from 15 to 10 which will solve your particular problem I think, but that doesn't mean the same problem won't happen for someone else with a slightly different resolution/scaling setting.

If you want to work around it for now, open Outfitter.lua in any text editor and look for "Outfitter.MaxSimpleTitles". Around line 133 you'll see

Outfitter.MaxSimpleTitles = 15

Change that to 10 and see if that works well for you.

EDIT: After you change it and save the change, do a /reloadui to make it take effect

Update your Outfitter to a newer version which puts the titles into a separate menu when you have more than 10.

There already is - it's the Item Level optimization in the Stats section of the menu.

This sort of thing usually happens if some of your druid outfits are Complete while others are Accessory. Outfitter always has to have one Complete outfit selected, so if your bear outfit is Complete and your cat outfit is Accessory, then switching from bear to cat will cause Outfitter to have to find another Complete to wear in place of the bear outfit you're unequipping. It will choose the most recent Complete outfit you wore which is the Birthday Suit outfit (it will choose it even if you haven't worn it recently if there's nothing else to choose from).

The best solution is to create one Complete outfit which represents your most common base gear (ie, if you're a feral tank then make it your tanking gear) and don't set any automation on that outfit at all. Then make all of your other form outfits Accessories (just uncheck the shirt or tabard slot if necessary). Since the Complete doesn't have automation it won't try to unequip, and the others are Accessories so they'll overlay on that one and won't leave you naked.
